British West Florida was governed by a colonial administration. The governor, appointed in London, headed it and he had a provincial council to advise him. The council also served as the upper house of the General Assembly, a province-wide legislative body; the lower house consisted of elected representatives from the major population centers. As a garrison town, Pensacola also had a military hierarchy providing administrative functions.
